Description / Scope of Work
The office of CMES (Navy) Compak at PNS Karsaz invites sealed tenders for provision, installation and construction of certain facilities at three naval locations: Karachi, NAS Turbat, and Badin in Sindh province. The scope also includes abnormal repair, replacement, major maintenance and minor works at Karachi and NAS Turbat. These works are being procured under the Public Procurement Regulatory Authority Rule 13(1) of 2004. Interested contractors must submit complete applications for tender document issuance along with their full credentials and experience details. Applications will be scrutinized based on relevant field experience and special area requirements before tender documents are issued.
Eligibility requirements mandate that all contractors must be registered with Pakistan Engineering Council (PEC) and provide a valid PEC registration certificate; contractors without PEC registration are ineligible to apply. Applicants must also be borne on the approved MES list in categories A, B, C or D with proven experience in similar work. Contractors are required to submit a certificate confirming they are not involved in any litigation with Government Departments in court proceedings and that no outstanding special report exists against them from the Directorate of Inspection and Evaluation (E-in-C's Branch GHQ). Contractors must provide comprehensive details of work executed during the last two years, including project names, executing agency, work amount, time allowed, actual completion dates, percentage progress of ongoing work, and departmental performance reports from Divisional Engineers or XENs.
Tenders must be received at the accepting office by 1130 hours on 06 July 2026 and will be opened at 1200 hours on the same date. Interested contractors may be present during tender opening. Contractors can contact CMES (Navy) Compak at PNS Karsaz or its authorized representative for further details between 0800 and 1400 hours on all working days. The accepting officer reserves the right to accept or reject any tender in accordance with Para 33(i) of PPRA Rules.
