Description / Scope of Work
The Public Health Engineering Division Kohistan Upper invites electronic bids from eligible government registered contractors for maintenance and repair of civil works of completed water supply schemes across four tehsils during the fiscal year 2026-27. Four separate packages are available with estimated costs ranging from 2.00 to 3.50 million rupees covering Tehsil Dassu, Tehsil Seo, Tehsil Harban, and Tehsil Kandiya in Kohistan Upper district, Khyber Pakhtunkhwa province. The total procurement value across all packages amounts to approximately 9.00 million rupees for essential maintenance and rehabilitation works on existing water supply infrastructure serving rural communities.
Eligible bidders must be government registered contractors with valid PEC registration valid through 2025-26, current enlistment certificate from the Works Department, and valid KPPRA registration as per Schedule-II of the Khyber Pakhtunkhwa Finance Act 2013. Bidders must submit bid security equal to 2 percent of the Engineer's estimated cost as per government guidelines, with additional security requirements of 8 percent for bids quoted 10-20 percent below estimate and additional security equal to the differential amount for bids exceeding 20 percent below estimate. All bidders must provide CNIC copy, valid PEC and KPPRA forms, enlistment certificate, Form-H for companies, updated audit reports from 01-07-2022 to 31-12-2025, affidavit regarding no litigation cases, work orders for similar previous works, and warehouse certificate from XEN PHE Division confirming availability of welding plant, generator, and sluice valve stocks.
Bidding documents are available for download from EPADS portal at kp.eprocure.gov.pk and Khyber Pakhtunkhwa Public Procurement Regulatory Authority website at kppra.gov.pk. Bids comprising technical and financial proposals must be submitted through EPADS and physically delivered in sealed envelopes to the Office of Executive Engineer, Public Health Engineering Division Kohistan Upper before 12:05 noon on 07-07-2026. Technical bids will be opened at 1:05 PM on the same day in presence of contractors or their authorized representatives. The last date for clarification is 02-07-2026 at 3:00 PM. Financial bids of technically responsive bidders will be opened after technical evaluation. Tender documents include bills of quantities, special bid documents, and detailed instructions to bidders available on both portals.
