Description / Scope of Work
This is a Standard Bidding Document issued by the Sindh Public Procurement Regulatory Authority for the procurement of works contracts costing up to Rs 4.0 million in Sindh province. The document serves as a model framework for admeasurement contracts using percentage rate or unit price methodologies based on a Bill of Quantities. This standard template provides comprehensive guidance for procuring agencies and contractors engaged in works procurement across the province, establishing uniform procedures and requirements for tender submission, bid evaluation, and contract award in accordance with SPP Rules 2010.
Eligibility criteria require bidders to demonstrate compliance with codal requirements including registration with tax authorities, registration with the Provincial Election Commission where applicable, valid turnover statements, and relevant experience statements as specified in the Notice Inviting Tender. Bidders must provide evidence of eligibility upon request by the procuring agency. Bid security of the required amount and prescribed form is mandatory, and bids received after the submission deadline will be rejected unopened. The document specifies that bid prices and rates are fixed for the currency of the contract with no entitlement to enhanced rates, and conditional offers proposing alternative work specifications or other conditions are liable to rejection.
Bidding documents will be issued through websites of the procuring authority and may be published in printed media as required. All work shall be measured by standard instruments according to established rules. Interested bidders should obtain complete bidding documents containing Conditions of Contract, Contract Data, specifications, Bill of Quantities with scheduled item rates, Form of Agreement, and drawings from the procuring agency as specified in the Notice Inviting Tender. Bids must be submitted at the designated location and time, with opening scheduled as announced in the notice. For further information and contact details regarding specific tender projects, bidders should refer to individual NITs or IFBs issued for respective works.
