Description / Scope of Work
The Gwadar Development Authority, Government of Balochistan, invites bids from eligible bidders for the execution of beautification of road from Coastal Highway to Sarkandas and construction of public facilities in Gwadar, Balochistan. This tender is issued for the year 2026 based on composite schedule rates. The estimated project cost is PKR 13,383,520 with a tender fee of PKR 2,000 and bid security of 2 percent. The scope of work encompasses road beautification and public infrastructure development in the Gwadar area, a key development zone in Balochistan province.
Eligibility criteria require bidders to be on the Active Tax Payers List and not blacklisted by any procurement agency of Pakistan. Balochistan Revenue Authority registration is mandatory. Bidders must have completed at least 2 assignments of similar nature of work. Financial statements from the last three years should demonstrate adequate financial capacity, with minimum annual turnover of PKR 954 million in any previous year. Registration with Pakistan Engineering Council (PEC) at Grade C-6 and above (with minimum PKR 25 million capital) is required for relevant categories such as Road and Pavements Drainage and Retaining Structure. Bid security must be submitted in the form of a bank guarantee, deposit at call of 2 percent from a scheduled bank.
Tender documents can be obtained from the office of the undersigned for PKR 2,000. The bidding process follows a single stage one envelope procedure. Tender documents will be issued from July 1 to July 7, 2026 during office hours on working days. The last date for bid submission is July 7, 2026 at 11:00 AM, with opening scheduled for the same day at 12:00 PM.
