Description / Scope of Work
Welfare Wing, S&GAD, Government of the Punjab invites electronic bids from eligible service providers for the provision of comprehensive janitorial services for the premises of Punjab Civil Secretariat in Lahore. The scope of work includes deployment of janitors, supervisors, and supply of necessary materials for maintaining cleanliness and hygiene standards across the secretariat premises. Bidders are required to submit complete technical and financial proposals through the e-procurement system EPADS portal at http://punjab.eprocure.gov.pk. Eligibility requirements mandate that bidders must be legally registered entities with active payer status, holding valid Punjab Revenue Authority (PRA) registration with supporting documentation. Prospective bidders must not be barred or blacklisted by Welfare Wing S&GAD or PPRA Punjab, and must submit an affidavit on stamp paper of Rs. 100. All bids must be accompanied by bid security in the form of CDR, Demand Draft, or Pay Order equivalent to approximately five percent of the total estimated cost, payable to Section Officer Welfare-I S&GAD. Service providers must provide comprehensive details of human resources, goods, machinery, and equipment as per the prescribed annexure, with deficient documentation being grounds for rejection.
The complete electronic bid must be submitted online on the EPADS portal by 11:00 AM on 06-07-2026, with opening scheduled for 01:00 PM the same day. Original bid security instruments must be physically submitted in a clearly marked envelope at the Procurement Office Room No. 1 Press Law Building ground floor Punjab Civil Secretariat before the e-bid submission deadline. The offer validity period is 180 days from the submission date. All quoted prices must be firm and final in Pakistani Rupees, inclusive of applicable taxes and duties.
