Description / Scope of Work

Pakistan Post Office Department is inviting expressions of interest from reputable and experienced consultancy firms to develop a comprehensive Business Transformation and Optimization Plan. The assignment aims to support Pakistan Post's strategic transformation into a financially sustainable, digitally enabled, and customer-centric organization by leveraging its nationwide network to expand e-commerce, logistics, digital financial services, and government-to-citizen services. The scope of services encompasses undertaking a diagnostic assessment and developing recommendations covering stakeholder consultations, situation analysis including market, institutional, operational and financial assessments, identifying strategic priorities and focus areas, translating priorities into structured programs and sub-projects with clear linkages to outcomes, preparing frameworks for governance and financial projections, and developing a revenue growth strategy through expansion of postal logistics, e-commerce, financial and government services. The assignment will support Pakistan Post's transformation roadmap to build an efficient, sustainable and customer-centric organization with a comprehensive Business Plan along with an implementation roadmap that clearly identifies short and medium-term initiatives, priority areas, targets and monitoring mechanisms.

Eligible firms must be duly registered and incorporated in their country of origin, not blacklisted by any public sector organization, have a minimum of ten years of relevant consulting experience, have successfully completed at least three similar assignments during the last seven years, and submit required documents including company profile, certificate of incorporation or registration, NTN and sales tax registration, affidavit confirming non-blacklisting status, profiles of key experts, and audited financial statements for the last three years. Bids must secure a minimum score of seventy marks in the shortlisting evaluation based on general experience, similar assignment experience, industry-specific experience of key personnel, and qualifications and availability of key experts.

Expressions of interest shall be submitted electronically through EPADOS on or before 8 July 2026 within 1200 hours.
