Transportation of Wheat for Ghotki District by Food Department Sukkur

The Regional Directorate of Food, Sukkur Region invites bids for transportation of wheat within Ghotki District under the Sindh E-Pak Acquisition & Disposal System (EPADS) for the crop year 2025-26 up to 28 February 2027. The scope includes movement of wheat from various Wheat Procurement Centers (WPCs) to different Price Regulation Centers (PRCs) within Ghotki District, Sindh. The contract requires comprehensive transportation services including loading, unloading, proper stacking at designated centers or inside godowns up to 15-18 bags high or in Gunjees formation, collection of sweeping, stitching of torn or slack bags with sutlie costs, and all safety measures against weather, theft, pilferage, accident, axle load conditions and other potential damage. The tender is issued under Single Stage Two Envelope Procedure with bid submission and opening scheduled for 21 August 2026 at 12:00 noon and 12:30 PM respectively.

Eligible bidders must be registered with the Federal Board of Revenue (FBR) and Sindh Revenue Board (SRB) for income tax, sales tax and services tax, and must maintain active taxpayer status with both authorities. A bid security of Rs. 300,000 (equivalent to 3% of estimated bid value) and non-refundable tender fee of Rs. 5,000 per tender form are required. Transport contractors with no prior experience in the Food Department must demonstrate relevant experience of handling and transportation of wheat or similar capacity work during the last three years with any government department or established organization, verified through tax records or an experience certificate from the respective department. Existing Food Department contractors must provide a No Dues Certificate from the Deputy Director Food and those awarded contracts in the last three years must obtain a No Dues Certificate from the respective District Food Controller.

Bids must be submitted electronically through the SPPRA E-PADS Portal at http://eprocure.gov.pk with original bid security and tender fee reaching the office of Deputy Director Food, Sukkur, located at City Godowns New Goth Shikarpur Road, Sukkur, before the bid deadline. Bids failing to include the required security by deadline will be rejected. The bid remains valid for 90 days after opening.
