Description / Scope of Work
The National Database and Registration Authority (NADRA) under the Ministry of Interior & Narcotics Control, Government of Pakistan, invites sealed electronic bids from eligible bidders for the acquiring of custom clearance and related services. This tender, referenced as NADRA-HQ-RFB-77/2026, is being issued by NADRA Headquarters located in Islamabad, Federal Province. The bidding process will be conducted in line with the Single Stage Two Envelope procedure, ensuring transparent and competitive procurement of custom clearance services required for NADRA's operational activities.
Eligible bidders must be registered with the Income Tax and Sales Tax authorities and must maintain an active status on the Active Tax Payers List (ATL) of the Federal Board of Revenue (FBR). Bidders are required to submit bid security as per regulations, and all documentation must comply with the prescribed terms and conditions. Electronic bids submitted through the EPADS platform will be evaluated, and manual bids will not be accepted under any circumstances.

Electronic bids must be submitted via EPADS on or before 9th July, 2026 at 11:00 AM, with the hard copy of bid security (in original) to be submitted on or before the same date and time, otherwise the electronic bid will not be accepted. Electronic bids will be opened on 9th July, 2026 at 11:30 AM. A pre-bid meeting is scheduled for 30th June, 2026 at 11:00 AM at NADRA Headquarters, Sector G-5/2, Islamabad. NADRA reserves the right to reject all bids as per Rule 33 of PP Rule 2004.
