Description / Scope of Work
Municipal Corporation Rawalpindi invites competitive bids from reputed security companies for the hiring of security guard services at the General Bus Stand, Pirwadhai, Rawalpindi, Punjab. This procurement is for a contract period of one year commencing 2026-27 and will be conducted electronically through the e-Pak Acquisition and Disposal System (E-PADS) in accordance with PPRA Rules 2014 (as amended) and Punjab Electronic Procurement Regulations 2022. Bidding documents including all terms, conditions, requirements and specifications are available for free download from the PPRA website at www.ppra.punjab.gov.pk and the E-PADS portal at http://punjab.eprocure.gov.pk. This is a Single Stage – Two Envelopes tendering process requiring both technical and financial proposals from interested bidders.
All bidding companies must be registered and meet the eligibility criteria as specified in the tender documents. Financial bids must not be below the minimum rates of wages prescribed by the provincial government for security services and must include PESSI and EOBI contributions, group insurance, and all applicable taxes. A bid security of five percent must be submitted in the form of a CDR, Bank Guarantee, Demand Draft, or Pay Order in favour of Municipal Corporation Rawalpindi. The bid security must be attached in PDF format with the electronic bid and submitted in original form to the procuring agency before the closing deadline.
Complete bids must be uploaded through E-PADS on or before 06 July 2026 at 12:00 PM. Electronic bids will be opened on the same date at 02:00 PM by the Tender Opening Committee in the presence of bidders or their authorised representatives. Tender forms must be uploaded without any overwriting or corrections; forms containing corrections will be rejected.
