WASA Rawalpindi is seeking security services for a one-year renewable contract covering supervisor and twenty-nine armed guards at water and sanitation installations across Rawalpindi and Islamabad. The contract value appears moderate-to-large given the scale (30 personnel positions) and duration. Key challenge: bidders must be E-PAD registered, hold valid security licenses, and demonstrate prior similar contracts. The August 2026 closing date and September start suggest immediate procurement urgency. Failure to comply with labour law requirements or tax obligations can result in contract termination.
Who can bid: Bidders must be licensed security companies registered on Punjab E-Procurement System (E-PAD) with active NTN/FBR taxpayer status and PRA registration. Must hold valid security services license from relevant government authority and not be blacklisted. Typically, security firms require provincial Home Department approval, proper compliance with Private Security Guards Act, and documented past contracts. Compliance with minimum wages, social security, and EOBI is mandatory.
