Description / Scope of Work
The Government of Pakistan, through HQ National Logistic Corporation (NLC), invites sealed tenders for the procurement of IT equipment comprising laptops, printers, and scanners. This tender is issued under reference NL-1 and covers the supply, delivery, and installation of branded, new IT equipment at Karachi and other specified locations in Punjab. The procurement scope includes standard particulars and specifications detailed in Annex A, with all items required to meet specified technical standards and acceptance criteria. Bidders must quote firm and final prices inclusive of all taxes, packing, delivery, and installation charges in Pakistani Rupees as per the format provided in Annex B.
Eligibility and bid qualification criteria require bidders to be either OEMs (Original Equipment Manufacturers) or OEM Authorized Dealers and Re-Sellers with sustained financial capability and valid OEM Authorization Letters. Mandatory requirements include submission of tender fee, bid security, copies of NTN/STRN with active tax filer status demonstrating 100% compliance, GSR compliance certificate, complete technical data and brochures for quoted equipment, 90-day offer validity confirmation, delivery period confirmation, comparison chart against NLC specifications, non-blacklisting affidavit, and certificates accepting all tender conditions. Bidders must also provide a list of major clients and organizational hierarchy with portfolios of owner and top management. Each firm may quote only one variant or model per item category.
Tenders must be submitted in double cover format with separate sealed technical and commercial offers bearing the tender enquiry number and opening date, while the outer envelope carries only the NLC office address. Tenders must reach HQ NLC, Harding Road, Rawalpindi by the deadline specified in the tender notice, submitted either by hand or post, and dropped in the tender box before the closing time. NLC will not be responsible for postal delays. Offers must be prepared on firm letterhead, duly completed, signed, and stamped by authorized executives with full names. Bids will be rejected if they fail to meet qualification criteria, lack complete technical specifications and brochures, are non-responsive to required criteria, lack tender fee and bid security, are submitted late, or do not comply with special instructions.
