Description / Scope of Work
Punjab Dental Hospital, Lahore, under the Specialized Healthcare and Medical Education Department of the Government of Punjab, invites electronic bids for multiple framework contracts during fiscal year 2026-27. The procurement encompasses eleven product and service categories including purchase of medicines, dental materials, surgical disposables, medical and laboratory equipment, plant and machinery, hardware items and protective gear, X-ray films and fixtures, stationery and computer stationery, general store items, medical gases, and rapid diagnostic kits. Additionally, the hospital seeks annual contracts for washing and cleaning of laundry, repair of machinery and laboratory equipment, and repair of plant and machinery. All framework contracts are open to interested eligible bidders registered on the e-Punjab Acquisition and Disposal System and with relevant registration authorities and tax departments.
Bidders must be registered on e-PADS and with relevant Registration Authorities and Tax Departments to participate. Bid security requirements are set at two percent of the bid value for most categories, with one percent required for annual janitorial services. The bidding procedure follows a single stage two envelope system in accordance with Punjab Procurement Rules 2014 (amended) and Punjab Procurement Regulations 2024. All bids must be submitted online through the e-PADS portal, and bidders are required to comply with all relevant eligibility criteria and documentation requirements stipulated in the detailed bidding documents.
Electronic bids shall be submitted online on or before July 10, 2026, at 11:00 hours on the e-Punjab Acquisition and Disposal System at https://punjab.eprocure.gov.pk, with bid opening scheduled for the same day at 11:30 hours in the presence of bidder representatives. Bidding documents containing detailed specifications and terms and conditions are available for download from the department website at http://health.punjab.gov.pk, the Punjab Procurement Regulatory Authority website at http://ppra.punjab.gov.pk, and the e-PADS portal. Bid validity is set at 180 days from the opening date. Interested bidders may obtain further information from the Medical Superintendent Office at Punjab Dental Hospital, Fort Road, Lahore during working hours before the bid opening date. Hard copies of e-bids are not required, and the hospital shall not be responsible for any failures in bid submission due to technical errors or internet failures.
