Description / Scope of Work

Border Health Services – Pakistan (BHSP) under the Ministry of National Health Services, Regulations & Coordination invites sealed bids from eligible firms, manufacturers, and authorized dealers for the procurement of ambulances under the PSDP Project titled Strengthening Points of Entry and Border Health Services Pakistan. The procurement follows Rule 36(b) of PPRA Rules, 2004 using Single Stage – Two Envelope Procedure, with funding from PSDP allocation for Financial Year 2026-27. The tender comprises two lots: Lot I requires nine standard ambulances (1100–1300 CC) for deployment at Port Health Establishment Port Bin Qasim Karachi, six airport health establishments across Sialkot, Skardu, Multan, Peshawar, and Faisalabad, and two Karachi-based facilities; Lot II requires three specialized border or remote area ambulances (2200–3500 CC) for deployment at Port Health Establishment Port Gwadar Balochistan, Health Check Post Torkham Border KPK, and Health Check Post Khunjerab Pass Sost in Gilgit-Baltistan.

Bidders must be registered with the Federal Board of Revenue (FBR) for Income Tax and General Sales Tax, providing copies of NTN, GST Registration, and Active Taxpayer List (ATL) status. Eligible bidders must be manufacturers or authorized dealers and distributors of ambulances and vehicles with relevant experience supplying to Government, Semi-Government, or Autonomous organizations. Bidders must not have been blacklisted by any government entity and must provide a no-blacklist certificate on judicial stamp paper. Bidders shall provide documentary evidence of after-sales services, maintenance support, and warranty facilities available in Pakistan, along with manufacturer authorization certificates where applicable and complete technical literature and brochures of offered vehicles.

Bidders shall submit information on company letterhead including firm name, official address, year of establishment, complete mailing address, telephone numbers, email, bank account details, owner or authorized representative particulars, and company status. Detailed bid submission procedures, evaluation criteria, technical specifications, and tender terms and conditions are contained in the complete bidding documents. Bids shall be evaluated on technical and financial merit in accordance with PPRA procurement guidelines.
