Description / Scope of Work
Peshawar Electric Supply Company (PESCO) invites electronic bids through EPADS v2.0 for the disposal of healthy power transformers on an as-is-where-is basis. The tender covers ten power transformers with capacities ranging from 5 MVA to 10/13 MVA, sourced from various locations across Peshawar and KPK Province. These transformers are without oil and manufactured by reputable international makers including Eleprom Energo, Electro Puter, Red Koncar, Genevo Italy, LEGNANO Italy, and AEG Germany. The disposal is conducted under the Single Stage One Envelope Procedure in accordance with the Public Procurement Rules 2004 and Disposal of Public Assets Regulations 2024. The estimated bid security values range from Rs. 1,259,990 to Rs. 2,817,305 depending on the transformer specifications and location.
All bidders must be registered with the Federal Board of Revenue (FBR) for both Income Tax and Sales Tax, and must appear on the Active Taxpayer List (ATL). Interested participants including individuals, sole proprietorships, partnership firms, private and public limited companies, state-owned enterprises, NGOs, NPOs, and IGOs are eligible to participate. Bid security or earnest money equal to the specified amount must be uploaded electronically on EPADS v2.0 and submitted in original as a pay order or bank draft in favor of PESCO Sale Proceeds Account at the office of the Manager (Disposal), Room No. 306, PESCO Headquarters in Peshawar. Quoted rates must be exclusive of all applicable taxes, which shall be payable by the successful bidder as per prevailing government rules. Bids without valid bid security shall be rejected as non-responsive.
Detailed bidding documents including terms and conditions, evaluation criteria, and disposal procedures are available on EPADS v2.0 for registered bidders. All bids must be submitted electronically through EPADS within the stipulated date and time; manual or physical bids shall not be accepted. Bids shall be opened electronically on July 13, 2026 at 11:30 AM in the presence of bidders or their representatives who may choose to attend. The highest evaluated responsive bid shall be accepted subject to approval by competent authority as per PPRA Rules. PESCO reserves the right to accept or reject any or all bids at any time prior to acceptance without assigning reasons.
