Description / Scope of Work
The Commander Military Engineer Services (CMES), Pakistan Air Force, Islamabad invites applications for pre-qualification of Government Auctioneers to conduct auctions of unserviceable and surplus military stores and items. This is a one-year appointment contract issued under Pakistan Public Procurement Rules (PPRA). The procurement is being advertised in both Urdu (Urdu Express) and English (The Country News) newspapers for circulation in Islamabad and Rawalpindi. Reference number 600-AB/77/E-6 dated 10 August 2026 governs this tender. Pre-qualification applications will be scrutinized on the basis of relevant experience and qualifications, and only qualifying firms will receive tender documents. Tender documents will be issued to successful pre-qualified auctioneers on 27 August 2026.
Eligibility requires that applicants must be either currently enlisted as approved Government Auctioneers with the relevant department, or if not on the approved list, must furnish a detailed certificate documenting auctions executed during the last two years and those currently in hand. Firms not on the approved list must additionally provide proof of registration with the appropriate department, a financial standing statement supported by bank certificate, details of employed staff, inventory of tools and plants, and comprehensive details of previous experience and work types executed in the last two years, all duly attested by a Class-I Gazetted Officer.
Bid documents will be issued on 27 August 2026 to pre-qualified bidders. Tender submissions must be received by the accepting officer by 1130 hours on 3 September 2026, with opening scheduled for 1200 hours the same date.
