Description / Scope of Work
The Press Information Department, Ministry of Information and Broadcasting, Government of Pakistan, based at Benevolent Fund Building, Zero Point, Islamabad, invites sealed bids for event management services, boarding and lodging facilities, travel transportation, and other related services on a need basis for the financial year 2026-2027. The scope of work encompasses both Mega Event Management Services for large-scale national and international events and Mini Event Management Services for small to medium events such as seminars, press briefings, and workshops. All events will be managed across Pakistan with a requirement for the selected firm to maintain operational presence in all major cities and a fully functional office in Islamabad. The procurement is being conducted through the EPADS 2.0 electronic procurement system in accordance with PPRA Rules 2004 (Amended 2022).
Bidders must meet stringent eligibility criteria including registration with General Sales Tax (GST), possession of a valid National Tax Number (NTN), and listing on the Active Taxpayers List of the Federal Board of Revenue (FBR). Prospective bidders are required to have organized or executed at least three high-level state events under top security protocols and must demonstrate appropriate experience in serving in a top security atmosphere within any public sector organization. Bidders must submit a bank certificate of account, company profile, registration documents, and detailed information regarding infrastructure, technical capacity, experienced staff, equipment available, and response time to organize events. Financial proposals will be evaluated based on event nature, excluding taxes and charges such as professional or provincial taxes, lodging, and transport costs.
Technical evaluation will be conducted on a maximum of 100 marks, with criteria including General Experience in Mega/Mini Event Services (30 marks), Personnel Capabilities in VIP Event Management (20 marks), Related Services covering Lodging, Branding, and Travel (30 marks), and Financial Position (20 marks). Only top-qualified firms will be invited to submit financial bids for specific events. The Press Information Department reserves the right to reject any or all proposals in accordance with PPRA Rules and may cancel the assignment at its discretion. Pre-qualified bidders may be invited to manage events across Pakistan during the financial year 2025-2026 on a need basis per PPRA Rule 2(1)(ha). All submitted documents will remain confidential and will not be returned to bidders.
