Description / Scope of Work
The National Highway Authority, Office of the General Manager (Sindh-South), invites pre-qualification bids from eligible security firms for the provision of 16 security guards to be deployed at multiple locations across Sindh province for a period of two years. The contract covers security services at the NHA Regional Office in Karachi, NHA complex at Askari-IV in Karachi, NHA complex at Hyderabad (Jamshoro), NHA complex at Mirpurkhas (Umerkot), and NHA Laboratory at Hatri Police Station, Hyderabad. Tender reference number 001 (2026/001) has been issued for this procurement, and only companies with registered NTN and GST numbers possessing sufficient experience in security services delivery to government departments and autonomous bodies are invited to participate.
Eligibility criteria require security companies to have a minimum of 5 years of verifiable experience in provision of security services, with an established fully operational office or finance office located in Karachi. Interested bidders must submit details of the firm's CEO, MDs, Manager Operations, and Manager Finance along with Karachi office address and landline contact numbers. Companies must provide registration numbers for EOBI and SESSI with proof of deposits from the last financial year, as well as a comprehensive list of government and autonomous department clients from the preceding 5 years with reference contact details. Additional requirements include arrangement of residential accommodation and messing facilities for security guards in close proximity to duty areas or provision of reliable transportation with pick-and-drop services as company responsibility, provision of relievers without additional charges to cover leave and sick absences, and declaration of all weapons held with types and current licenses that can be deployed at employer locations.
Sealed tender documents duly completed in all respects must be submitted to the undersigned on or before 20th July 2026 (Monday) at 1200 hours. Tender documents should include completed eligibility forms and evaluation forms as specified in Appendices B and C of the tender document. Bidders are advised to carefully review all general instructions provided in Appendix A before submission. Prospective security firms meeting the pre-qualification criteria are encouraged to prepare comprehensive proposals demonstrating their operational capacity, financial stability, and track record of reliable security service delivery to government institutions.
