Description / Scope of Work
The Government Special Education Centre in Yazman District, Bahawalpur, Punjab invites sealed bids for the provision of armed security guard services for the financial year 2026-27. The estimated cost of procurement is PKR 1,200,000. This tender covers the hiring of security services including armed security guards responsible for the safety and security of students, staff, buses, assets and buildings of the special education centre. Eligible bidders must be registered with PPRA and the Punjab e-Procurement System (ePADS), with current registration from relevant tax authorities and the Home Department. Bids will be evaluated using single-stage single-envelope procedures as per PPRA Rules 2014. Bidders must possess a valid NOC or licence for security services from the Home Department Government of Punjab. Firms shall provide appropriate type and calibre of weapons and ammunition for on-duty security guards as specified in the tender form. All participating bidders must deposit bid security of PKR 60,000 (5% of estimated cost) through their banking app via 1Link or online bank transfer using the generated PSID. Original affidavit documents as proof of payment and CDR/bid security slips must be submitted before the tender opening meeting. Firms must ensure minimum Government-fixed salary rates for security guards on 8-hour duty shifts and commit to providing clearance rates per month inclusive of all applicable taxes.
The tender form must be uploaded on ePADS (https://ep.punjab.gov.pk) and PPRA portal (https://punjab.eprocure.gov.pk) before 27 August 2026 at 10:00 AM. Bids will be opened on the same date at 10:30 AM. Successful bidders must deposit a refundable performance guarantee of 8% of the contract price before issuance of the Provision of Services order.
