The National Highway Authority, Sindh-South Region, invites bids for the provision of security guards for its regional office in Karachi and attached offices and locations for a contract period of two years. The scope includes supply of 156 security guards across five office locations: Regional Office (Sindh-South), Karachi with 52 guards; NHA Rest House, Sukhan in Karachi with 32 guards; NHA Complex, Jamshoro, Hyderabad with 34 guards; NHA Rest House, Hyderabad with 34 guards; and NHA Laboratory at Hyderabad with 34 guards, making a total requirement of 156 security guards. The estimated contract value is Rs 46,720 per month with annual expenditure provisions for the full two-year period, which may be extended further with mutual consent of both parties as per Government of Pakistan norms of Re 46,720 per month. The tender is issued on a single-stage, two-envelope basis following prescribed procurement procedures with NTN GST Registration as mandatory requirements.
Eligibility requirements mandate that bidding companies must be registered with the Securities and Exchange Commission of Pakistan and maintain valid NTN and GST registrations. Registered companies having ISO certification from the Ministry of Interior, Government of Pakistan, or Home Department are preferred. Bidders must submit proof of prior performance in provision of security services to reputable organizations. Financial capability documents, tax returns for the last three years, audited financial statements, and bank references must be provided. The mandatory bid security amount is Rs 1,000,000 (one million rupees), which shall be submitted in the form of a call deposit or bank guarantee from a scheduled bank. Technical bids will be evaluated on the basis of company experience, workforce qualifications, and performance history.
Bid documents may be downloaded from the NHA website or purchased by submission of written application on office letterhead. The bid submission deadline is July 25, 2026, by 1200 hours, with technical bids opening at the same time and location (NHA office, Karachi). Financial bids will be opened subsequently at a date to be announced. All relevant documents must be enclosed with the bids, and companies are advised to obtain valid NTN GST Registration and maintain all mandatory certifications as per tender requirements.
