Description / Scope of Work
The Pakistan Industrial Technical Assistance Centre (PITAC) under the Ministry of Industries & Production invites competitive bids from reputed security service provider firms for hiring armed security guards on a contractual basis. The contract is for providing four ex-servicemen security guards equipped with licensed 12-bore pump-action shotguns to provide security-related intelligence, vigilance and guarding duties at PITAC's premises located at 234 Ferozepur Road in Lahore. The facility encompasses 262 employees and approximately 600 students across various sections and shops within an area of 284,705 square feet. The initial contract period is one year, extendable for another year based on satisfactory performance. The service shall be provided on an 8-hour shift basis covering day and night shifts as required.
Eligible bidders must be registered security firms with valid NTN number, registration certificate, armed licenses for 12-bore shotguns, and company profile documentation. Security personnel must be ex-servicemen of Pakistan Army, preferably from fighting arms such as infantry, artillery or armored corps. Bidders must not be involved in any litigation with government or semi-government departments and must submit an affidavit on stamp paper confirming they are not blacklisted by any department. A tender participation fee of Rs. 2000 (non-refundable) must be submitted with the bid, and bid security equivalent to 3 percent of the total quoted value for 12 months must be provided as a deposit at call or bank guarantee from a scheduled bank.
Bids must be submitted electronically through the Federal PPRA EPADS web portal at http://eprocure.gov.pk before 27 July 2026 at 11:00 AM. Manual bids will not be accepted. Bids shall be opened on the same day at 11:30 AM following the Single Stage Two Envelopes Procedure under National Competitive Bidding. All quoted rates must include minimum federal government wages, GST, income tax and applicable taxes.
