Description / Scope of Work
FESCO invites bids for nine civil works contracts including boundary wall raising, office construction, quarters maintenance and repair, street light installation, and infrastructure upgradation at various 132KV and 220KV grid stations across Punjab. The projects are located in Faisalabad, Pir Mahal, Jauharabad, Factory Area Faisalabad, Jaranwala Road Faisalabad, Sargodha City, Chiniot Road Faisalabad, Kamalia, and Nishatabad-Jaranwala areas. Total contract values range from Rs. 595,477 to Rs. 8,718,774 with completion periods from 20 to 120 days. These works fall under the Civil Works Division-II and are being procured on a National Competitive Bidding basis under the E-PADS Version 2.0 system in accordance with PPRA Rules 2004.
Eligible bidders must hold a valid Pakistan Engineering Council certificate renewed for 2025-26 with C-06 specialization code (CE-10). Contractors must be registered on the Active Taxpayer List, possess valid Punjab Revenue Authority sales tax registration, and provide income tax returns for the last three years. Bidders are required to have completed at least two similar contracts as main contractor within the past ten years with consolidated value exceeding 40% of the estimated contract cost. Average annual turnover during the last three years must be at least half the contract value as certified by audited financial statements. Bid security of 5% of the BOQ cost must be provided in favor of the Executive Engineer Civil Works Division-II FESCO Faisalabad, valid for 28 days beyond bid validity. Bidders must demonstrate cash or equivalents of 10% of contract value with supporting bank statements.
Tender documents can be downloaded from E-PADS Version 2.0 or the PPRA website at www.eprocure.gov.pk. Bids must be submitted through the E-PADS portal by 28 July 2026 at 11:30 AM and will be opened the same day at 12:00 Noon at the office of the Superintending Engineer (Civil) FESCO Faisalabad. Original bid security documentation must be provided to the opening committee on 28 July 2026 by 11:30 AM. Further information is available from the Executive Engineer Civil Works Division-II FESCO Faisalabad until 27 July 2026. Bids will remain valid for 140 days. Partial or incomplete bids will be rejected. FESCO reserves the right to reject any tender without justification as per PPRA Rules 2004.
