Description / Scope of Work
Medical Teaching Institution (MTI) Mardan Complex, a healthcare institution established under the Khyber Pakhtunkhwa Medical Teaching Institutions Reforms Act 2015, invites sealed bids for the outsourcing of security services under National Competitive Bidding. The procurement follows Single Stage Two Envelope procedure as per KP-PPRA Rules 2014 and aims to ensure quality and effective security management for the institution. This tender is being advertised through the E-PAK Acquisition and Disposable System (EPADS) platform. The bidding process is open to well-established firms registered with the Income and Sales Tax Authority and listed on the Active Taxpayer List (ATL) of the Federal Board of Revenue. Pre-bid meeting with interested bidders will be held on 09-07-2026 (Thursday) at 10:00 AM in the Conference Room of the Administration Block.
Eligible bidders must submit bid security in original form amounting to Rupees One Million (Rs 1,000,000) before the deadline in physical shape as Call Deposit Receipt (CDR), Demand Draft (DD), Pay Order, or Banker's cheque in the name of Hospital Director MTI-MMC Mardan. An affidavit is mandatory while uploading the technical bid, and bid security must also be provided in the financial bid. All bidders must be registered with relevant tax authorities and maintain active compliance status throughout the procurement process.
Bid solicitation documents containing detailed descriptions, evaluation criteria, and terms and conditions may be downloaded from the EPADS portal at https://kp.eprocure.gov.pk or from www.kppra.gov.pk and www.mmckp.gov.pk websites. Interested bidders shall submit their bids by uploading scan copies on the EPADS System on or before 17-07-2026 (Friday) at 11:00 AM. Technical bids shall be opened through EPADS on the same date at 11:30 AM in the Conference Room of the Administration Block. All mandatory and relevant documents must be uploaded with the bid submission. Bids received through hand delivery, post, courier, email, or fax shall not be accepted. The competent authority reserves the right to reject any or all bids as per Rule 47 of KPPRA Rules 2014.
