Description / Scope of Work

The Information & Culture Wing, Cabinet Wing, Services & General Administration Department of the Government of Punjab, based at Punjab Civil Secretariat in Lahore, invites electronic bids on a lot basis for the procurement of office stationery, computer stationery, printing and publication materials, plant and machinery, hardware items, IT equipment, and repair of machinery services. The tender comprises seven separate lots with an estimated total value of Rs. 54.3 million, with quantities to be determined as per actual requirements. Lot 1 covers stationary (estimated Rs. 16 million), Lot 2 computer stationery (Rs. 18 million), Lot 3 printing and publication (Rs. 6.8 million), Lot 4 plant and machinery (Rs. 3 million), Lot 5 hardware items (Rs. 3 million), Lot 6 IT equipment (Rs. 2 million), and Lot 7 machinery repair services (Rs. 5.5 million). Contracts will be awarded separately for each lot following a single-stage two-envelope bidding procedure.

Bidders must be firms, companies, sole proprietors, or service providers registered with relevant authorities including income tax, sales tax, and Punjab sales tax departments. General order service providers and joint ventures, where applicable, are eligible to participate. Each bid must be accompanied by bid security at five percent of the estimated lot value, submitted in the form of a cash deposit receipt, bank guarantee, demand draft, or pay order made payable to the Section Officer (Cabinet-II), I&C Wing, S&GAD, Lahore. The original bid security must be physically submitted in a clearly marked envelope at the Ground Floor, H-Block (Ravi Block), Punjab Civil Secretariat, Lahore, before the electronic bid submission deadline. Late bids will be rejected without consideration.

Complete electronic bids must be submitted online through the Punjab e-Procurement System website at https://ep.punjab.gov.pk by 11:00 AM on 20th July 2026, with bids opening at 11:30 AM the same day. Bidders must also submit original bid security documents, attested affidavits, and samples of all goods items by the same date and time.
