Description / Scope of Work
The Executive Engineer C&W Division Swabi-II invites electronic bids from eligible contractors for construction, improvement, rehabilitation and widening of bituminous topped roads across multiple union councils in Mardan Division, Khyber Pakhtunkhwa. The procurement encompasses sixteen packages of road infrastructure projects including construction of roads at Dobian to Sard Cheena, Sobadar Kali Road, Shagai pull Road, and various other routes across UC Sudher, UC Tarakai, UC Sard Cheena and surrounding areas. Projects are funded through ADP allocations and tobacco cess development initiatives, with completion periods aligned to work orders and estimated costs ranging across multiple packages. Bidding is conducted under the single stage two envelope e-PAD system in compliance with KPPRA procurement rules 2014.
Bidders must possess valid PEC registration of C-5 and above or C-4 and above categories with relevant codes as specified for each package. Bid security is fixed at two percent of estimated cost including stamp duty, with tender fee at 0.03 percent of estimated cost (minimum Rs.40,000). All bidders are required to submit an affidavit on stamp paper affirming authenticity of the call deposit receipt in the sealed financial bid envelope. Technical and financial proposals must be uploaded on the EPAD System with copies of financial securities in prescribed formats. Bidders must be registered with Khyber Pakhtunkhwa Revenue Authority under the Khyber Pakhtunkhwa Finance Act 2013.
Bid solicitation documents are available for download from the official EPADS website, C&W Department website at www.cwd.gkp.pk, and KPPRA website at www.kppra.gov.pk. Complete bid documents can be obtained from the office of the Executive Engineer C&W Division Swabi-II on submission of written application and payment of Rs.3,000 (non-refundable) before 22 July 2026. Pre-bid meeting is scheduled for 07 July 2026 at the Executive Engineer's office. Electronic bids must be submitted by 24 July 2026 at 12:00 PM on the above/below system based on BOQ and engineer's estimates. Financial bids will be opened after approval of technical bids at the office of Executive Engineer C&W Division Swabi-II.
