Description / Scope of Work
The Rawalpindi Institute of Cardiology (RIC), a government healthcare institution under the Punjab Health Department, invites competitive bids for the development, design, deployment and maintenance of a Hospital Management Information System (HMIS) for two facilities: the Rawalpindi Institute of Cardiology and the National Specialty Care Centre (NSCC) Samli Murree for the financial year 2026-27. The procurement covers application software only, excluding hardware and network infrastructure. The contract duration is twelve months for development and implementation followed by twelve months of warranty and service level agreement support, with provisions for extension. The tender reference number is RIC/PO/038/26 dated 08-07-2026, and procurement shall be conducted under the Punjab Procurement Rules 2014 as amended and Punjab Procurement Regulations 2024 through open competitive bidding in a single stage two envelope format.
Eligible bidders must possess a valid National ID Card (NADRA), valid National Tax Number, General Sale Tax certificate, and Professional Tax certificate. Bidders must demonstrate a minimum of one year experience in supplies to government or autonomous institutions. Bid security of Rs. 1,000,000 (two percent of estimated cost) is required in the form of a pay order, bank draft, deposit at call, or irrevocable bank guarantee payable to Rawalpindi Institute of Cardiology. The technical proposal must be submitted on company letterhead without any mention of pricing; any bid containing pricing in the technical proposal shall be cancelled. Evaluation shall be conducted on a technical and quality-based selection (QCBS) merit basis with technical scoring weighted at eighty percent and financial scoring at twenty percent.
Bidding documents are available for download from the Punjab Procurement Regulatory Authority (PPRA) website at http://ppra.punjab.gov.pk, the Punjab E-Procurement System at https://ep.punjab.gov.pk, and the RIC website at www.ric.gop.pk. E-bids must be submitted online on or before 23-07-2026 at 10:00 AM through the Punjab E-Procurement System. Original bid security documents must be submitted in physical form at or before the time of e-bid opening. Bids will be opened on the same day at 10:30 AM in the presence of bidder representatives. A pre-bid meeting is scheduled for 16-07-2026 at 11:00 AM at the Purchase Office of RIC Rawalpindi. Bid validity is one hundred eighty days from the opening date.
