Government Mian Meer Hospital, Lahore invites sealed bids through Punjab E-Procurement System for framework contract supply of clinical laboratory supplies and related items for the financial year 2026-27. The procurement covers eight lots with an estimated total bid value of PKR 25,600,000 and comprises dental materials, biomedical equipment and accessories, printing materials, stationery, computer stationery, general store items, medical gases, and X-ray films. The contract is structured as a framework rate agreement for day-to-day, weekly, monthly or quarterly supply of required items based on routine service demand and budget availability. Bidders must comply with minimum acceptance criteria including valid NTN, GST, PST, valid professional tax registration, active tax payee status, no black listing history, and legal authorization to conduct business in Punjab.
Bidders must submit bid security equivalent to up to 2 percent of the estimated cost of each lot in the form of bank draft, bank guarantee, or call deposit receipt from any scheduled bank. Technical proposals must include two packs of commercial samples where applicable, an affidavit on Rs. 1000 stamp paper accepting all tender terms and conditions, a notarized undertaking regarding reefer container delivery with controlled temperature maintenance, and a certification on valid stamp paper that the firm is not blacklisted or debarred by any public or semi-public sector procuring agency. Bidders must provide complete financial quotations with clear columns for product specification, trade name, unit cost, quantity, total cost, and grand total for all items in the selected lot, with missing items resulting in bid rejection.
The pre-bid meeting is scheduled for 20 July 2026 at 11:00 am in the Committee Room of Government Mian Meer Hospital. Bid submission through Punjab E-Procurement System closes on 31 July 2026 at 10:00 am, with bid opening in the Committee Room at 11:00 am the same day. Bidders are evaluated on mandatory business compliance (35 points), technical compliance and quoted rates (35 points), past business experience (15 points), and financial soundness (15 points) for a total of 100 marks.
