Description / Scope of Work
The Rawalpindi Development Authority (RDA) invites bids for the procurement of janitorial and cleaning services to maintain a clean and pleasant office environment across multiple RDA facilities in Punjab. The scope of work covers seven buildings with a total area of approximately 120,773 square feet, including the RDA WASA Building Block, RDA New Building Block, RDA Old Building Block, One Window Block/BFC, Civil Line Club RDA, RDA Library Area, and RDA Residences. Services are required for office hours plus two hours before and after office operations, seven days a week including holidays, with 23 janitors and 2 supervisors deployed across the covered areas. The estimated contract value is Rs 13.3 million. Bidders must be registered Government, Semi-Government, or Private legal entities with active PRA registration, NTN, and GST certificates. Bidders cannot have been blacklisted by any government department or authority and must submit all required documentation including proof of registration and eligibility. The technical and financial proposals must be submitted in separate sealed envelopes by 10:00 on 28.07.2026 at the Office of the Director (Admn), RDA. Technical proposals will be opened at 10:00 am on 28.07.2026 in the presence of bidders or their authorized representatives, followed by financial proposal opening for technically qualified bidders. Bids must remain valid for 90 days from submission date. The bid documents include detailed annexures specifying required supplies, equipment, human resource costs, and associated provisions for supervisors and janitors with complete insurance coverage.
