Electronic Open Auction of Used Official Vehicles by Saindak Metals Limited

Saindak Metals Limited, an enterprise of the Government of Pakistan under the Ministry of Energy (Petroleum Division), invites electronic bids for the disposal of used official vehicles through an e-auction mechanism. The disposal activity encompasses two vehicles: a 2009 Toyota Corolla GLi (Olive Green) with registration CI-666 and a 2010 Toyota Vigo 4x4 Double Cabin (White) with registration CI-577. The auction will be conducted on the e-Pak Acquisition and Disposal System (ePADS) v2.0 platform, opening on July 12, 2026, and closing on July 27, 2026 at 12:00 PM. The disposal follows the strictly "As Is, Where Is" basis and is governed by Federal PPRA Rules 2004 and PAD Regulations 2024. The Head Office is located at Gulbagh Samungli Road, Quetta.

Bidders must be registered with the Federal Board of Revenue (FBR) for Income Tax and Sales Tax purposes, must appear on the Active Taxpayer List (ATL), and must possess a valid e-PADS v2.0 account to participate. Manual, physical, or email-based bids are strictly prohibited. Each participating bidder must post a refundable bid security instrument equivalent to exactly ten percent of the reserve price for the respective vehicle, submitted as a physical Pay Order or Bank Draft drawn from a scheduled commercial banking institution in favor of Saindak Metals Limited and supported by a high-resolution scanned digital copy uploaded to the e-PADS console.

The highest responsive bidder must satisfy payment obligations in two milestones: twenty-five percent of the winning bid value within three consecutive working days, and the remaining seventy-five percent balance within seven consecutive working days. All applicable federal, provincial, and municipal duties, including Advance Income Tax under Section 236A of the Income Tax Ordinance 2001, shall be calculated and fulfilled by the winning bidder over and above the final bid value before physical vehicle release. Earnest money from unsuccessful bidders will be refunded upon formal systemic identification and administrative verification of the final awardee. All interactions and evaluations will be finalized autonomously via the ePADS platform at https://www.epads.gov.pk/.
