Description / Scope of Work

The Islamabad Capital Territory Police, through the Office of the Assistant Inspector General of Police (Logistics) in Islamabad, invites sealed electronic bids from eligible bidders for the procurement of uniform items in both stitched and unstitched forms during the financial year 2026-27. This tender is conducted under Tender Notice Number 06 and encompasses the supply of uniform materials required by the police department. All bidding will be conducted through the e-Pak Acquisition and Disposal System (e-PADS) version 2.0, which is the official e-procurement platform authorized by the Public Procurement Regulatory Authority (PPRA).

Eligible bidders must hold valid and active NTN and Sales Tax registration numbers from the Federal Board of Revenue. Firms must be registered as regular tax payers with the Federal Tax Board and included in the Active Tax Payers List. The tender document requires bidders to provide certified copies of National Tax registration, General Sales Tax registration, and complete bank account details. A vendor number (AGPR) should be clearly mentioned if the bidder is registered in Islamabad. Bid security equivalent to the prescribed value must be submitted in acceptable forms such as Pay Order, Call Deposit Receipt (CDR), or Bid Securing Declaration as permitted in the bidding documents. The procurement will follow the Single Envelope Two Envelope method utilizing Quality and Cost Based Selection (QCBS) in accordance with the Public Procurement Rules 2004 and PPRA guidelines.

Electronic bid documents prepared as per the instructions in the bidding materials must be submitted exclusively through e-PADS version 2.0 by 11:00 AM on Wednesday, July 29, 2026. Bids will be opened the same day at 11:30 AM through the e-PADS platform; manually submitted bids will not be accepted under any circumstances. Complete bidding documents including detailed terms, conditions, technical specifications, and essential requirements are available on the e-PADS version 2.0 portal. Registration on e-PADS version 2.0 is mandatory for all interested bidders.
