Description / Scope of Work

The Office of the District Council Bhakkar, Punjab, has invited item-rate tenders through the PPRA e-tendering system for two civil works schemes within its jurisdiction. The first scheme involves construction and establishment of a Paddle Court at District Council Bhakkar with an estimated cost of Rs. 11.055 million, while the second scheme covers construction and establishment of a Multipurpose Ground comprising a Cricket Arena and Futsal facility at District Council Bhakkar, estimated at Rs. 12.221 million. Both projects fall under sports infrastructure development in Bhakkar district, Punjab.

Only firms and contractors registered with the Pakistan Engineering Council or holding a General Order Supplier registration in the relevant category/code are eligible to participate. Additionally, all bidding firms must be registered on the Punjab PPRA e-procurement website. Intending contractors are required to submit earnest money in the form of a Call Deposit Receipt (CDR) equal to 5% of the estimated bid cost in favour of the Chief Officer, District Council Bhakkar, amounting to Rs. 552,750 for the Paddle Court scheme and Rs. 611,050 for the Multipurpose Ground scheme, along with filled rate items uploaded on the e-tendering portal before the bid opening.

Bids must be uploaded on the Punjab PPRA e-procurement portal, with the original CDR submitted physically to the Tender Opening Committee at least half an hour before the scheduled opening. Bids will be opened at the District Council Bhakkar office on 06/08/2026 at 12:30 PM in the presence of bidders. Submission of fake documents will lead to disqualification and blacklisting recommendations to PPRA and PEC. Further details and the e-tendering procedure are available at the PPRA Punjab website, and interested parties may contact the District Council Bhakkar office at phone 0453-921250-151 or email zcbhakkar@gmail.com.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

Two mid-sized sports infrastructure works (paddle court and cricket/futsal ground) worth roughly Rs. 11-12 million each, suited to small-to-medium local contractors already registered with PEC and Punjab PPRA. Since these are one-off district council developments rather than recurring contracts, bidders should verify site conditions and material rates locally before quoting, and prepare CDRs well ahead of the opening date to avoid same-day disqualification under strict PPRA timing rules.

Who can bid: Bidders must be registered with the Pakistan Engineering Council or hold a General Order Supplier registration in the relevant category, and must also be registered on the Punjab PPRA e-procurement portal. Typically, civil works contractors also require an NTN and PEC construction category matching project value; these are not explicitly detailed beyond PEC/GOS registration in this notice.
