Description / Scope of Work
The Punjab Procurement Authority invites sealed tenders from qualified contractors, suppliers and service providers for the supply of CCTV cameras, walk-through gates and LED signage with reference lot number 1. The tender is issued under Rule 33 of the Punjab Procurement Rules 2014 for hire of items and services to be supplied to the Finance Department during the financial year 2025-26. This procurement is being conducted through open competitive bidding as per PPRA Rules 2014 (amended from time to time). All procurements will be made using electronic means under Rule 33 of PPRA Rules 2014. The bidding documents comprise all terms and conditions, requirements and specifications that can be downloaded from the PPRA website (www.punjab.gov.pk) and ePADS website (www.epadspunjab.gov.pk) before the official closing date and time. Bidding documents are available in accordance with Rule 25(2) and will be made available immediately after publication under Rule 25(b) from the date of open PPRA website and ePADS in accordance with sub-regulation of all Punjab Procurement Inspection Rules 2023.
Eligible firms and suppliers must open office during office hours on or before the specified office date (Reference: 8-LAN-7174). The last date for submission is 11:30 AM, after which the bidder will be summoned on a new date at 12:30 PM. Manual bids will not be accepted. Forms or suppliers may be registered with Federal Board of Revenue for income and sales tax purposes with active tax payer profile. Technical proposal must contain bid security equivalent to 2 percent of estimated cost of quoted items as stated by Deputy Commissioner Gogra. On acceptance of tenders, the bidder must deposit performance guarantee of 5 percent of the total value of the contract in the form of demand draft or in the name of Deputy Commissioner Gogra.
Bidders should submit tender documents at ePADS on or before the deadline. The procuring agency reserves the right to reject all bids or proposals at any time prior to acceptance of bids or proposals under Rule 34 of PPRA 2014. The Government Agency shall upon request communicate to any bidder the grounds for rejection of bids or proposals and shall not be required by law to disclose grounds. The rate of goods and commodities must be valid till 30 June 2027. Contractor supplier should be licensed to supply the goods/items as well when required by the Department during the financial year 2025-26 and also in case of non-availability or discretion of funds by the Government of the Punjab. As per PPRA Circular No. LA007/PIA/IB-5/2011-0491 dated 11-29-2024, all the bidders shall be required to open their own agency each / item of (DNITRO/Co (branch of procurement)) and completely fill the space of the analysis / summary / sub-summary in their financial bids. All incomplete financial bids (i.e. blank DNITRO/Co blank entries / pages of some analysis / summary / sub-summary in.) shall be declared as non-responsive and not to be included in the competition for determination of lowest evaluated bids. Note: All documents and preceding procedure i.e. matching opening and awarding etc. shall be governed under the Punjab Procurement Rules, 2014. In case of any conflict between Bidding Documents and PPRA Rules 2014, the Rules shall prevail.
