This is a twelve-month recurring maintenance contract for industrial diesel generators at multiple PSO locations requiring specialized technical capability. The contract demands qualified technicians, sophisticated emissions monitoring equipment, ISO/IEC 17025 accreditation and EPA compliance — filtering out small generalist contractors. Monthly site visits plus quarterly emissions testing create regular revenue but significant operational overhead. The mandatory stack emission monitoring requirement with strict documentation standards is unusually demanding for generator maintenance work and will disqualify bidders lacking laboratory accreditation.
Who can bid: Contractors must hold valid ISO/IEC 17025 certification with PNAC accreditation scope for stack emissions and noise testing, EPA registration or approval letter, and valid equipment calibration certificates. Typically for maintenance and technical service contracts, bidders should possess NTN, valid business registration from SECP, and liability insurance. Contractors must demonstrate technician qualifications and possess the specialized emissions monitoring equipment detailed in mandatory requirements.
