Description / Scope of Work
Saindak Metals Limited, located in Quetta, Balochistan, invites proposals from eligible consulting firms for the procurement of consultancy services to provide detailed design and resident supervision of civil works for development projects. The assignment involves a comprehensive scope including preparation of structural, architectural, and mechanical-electrical-plumbing (MEP) drawings, bills of quantities (BOQs), and tender documents. The consultant shall be capable of deploying qualified supervision staff across multiple project sites simultaneously and conducting design and supervision activities in parallel to facilitate timely procurement processes. This is a Single Stage Two Envelope procurement using the Quality and Cost-Based Selection (QCBS) method as detailed in the RFP documents dated July 2026.
Eligible consultants must demonstrate sufficient organizational capacity and technical expertise to manage complex civil works projects concurrently at multiple locations. The consultant shall possess relevant experience in detailed design and site supervision, with qualified professional staff in structural, architectural, and MEP disciplines. Firms should have established track records in similar assignments and the organizational capability to deploy supervision teams across dispersed work sites without delay.
Proposal documents are available as per the RFP package. Interested consultants must prepare and submit their proposals in accordance with the Single Stage Two Envelope procedure, including separate technical and financial proposals for each work. The evaluation will follow QCBS methodology with consideration of both technical quality and cost-effectiveness.
