The Provincial Election Commissioner, Punjab invites rates from pulp manufacturing firms, paper mills, representatives and joint ventures for the sale and auction of waste paper and obsolete election records. The material pertains to General Elections held from 2008 to 2024, Local Government Elections 2021-22, Cantonment Board Elections up to 2021, all subsequent bye-elections (excluding those with pending court cases), and old electoral rolls. The total weight of waste paper and polling records available for auction is approximately 321,520 kilograms. The reserve price is set at Rs.20,898,800 equivalent to Rs.65 per kilogram, excluding applicable taxes. This tender is issued from the office located at 10-Court Street, Lahore, Punjab.
Bidders must be pulp manufacturing firms duly registered with the Collectorate of Sales Tax and Federal Excise Department. Firms are required to demonstrate a minimum annual turnover of Rs.30,000,000 in bank statements for the last three years and possess minimum three years of working experience in the relevant field with supporting work orders or contract records. A certificate or affidavit confirming the firm has never been blacklisted or declared a defaulter by any government department in Pakistan is mandatory. Bid security of 10 percent of Rs.2,089,880 must be submitted as a CDR or pay order from a scheduled bank in the name of the Provincial Election Commissioner, Punjab. An additional performance guarantee of Rs.2,500,000 is required from the successful bidder.
The auction process will be conducted on ePADS (Federal) with bids submitted through that platform. Tenders must be received by 10 August 2026 at 11:00 AM and must be complete with bid money. Bidding documents must be signed by the proprietor or authorized representatives. A pre-bid conference is scheduled for 3 August 2026 at 11:00 AM at the Provincial Election Commissioner's office in Lahore. The successful bidder must arrange for loading, unloading, transportation and all incidental charges, lifting the material from field offices within six months, extendable by three months in emergencies. Payment must be made in cash to concerned REC/DEC/DDO along with separately deposited applicable taxes on FBR proforma.
