Description / Scope of Work
The Local Government & Rural Development Department, District Khyber, is inviting sealed electronic bids for two integrated area development packages under the 2025 Annual development programme. Work 1 comprises construction of seven PCC roads and street pavements across various areas of Tirah Valley at an estimated cost of PKR 149.70 million, while Work 2 involves implementation of 26 drinking water supply schemes with civil works valued at PKR 110.67 million. Both projects are located in Tirah Valley, District Khyber, Khyber Pakhtunkhwa, and will be procured through the single-stage double-envelope eBidding procedure via the EPADS portal. The total estimated investment exceeds PKR 260 million, addressing critical infrastructure and water supply deficiencies in the district.
Bidders must be registered with the Pakistan Engineering Council (PEC) and enlisted with the Civil & Works Department under the Government of Khyber Pakhtunkhwa's Centralized Enlistment Policy for the current financial year. Bid security is fixed at 2 percent of the estimated cost, payable as a Call Deposit Receipt (CDR) in favour of the Assistant Director LG&RDD District Khyber. Active PEC and KPRA (tax payer) registration valid for the current financial year is mandatory. All contractors applying for work under the Tirah Package must obtain a No Objection Certificate from the Inspector General Frontier Corps (FC) North. Additional security requirements as per KPPRA notification S.R.O. (14)/Vol:1-24/2021-22 dated 10 May 2022 will apply.
Standard Bidding Documents and tender forms are available for download from the official EPADS website (www.portalkp.eprocure.gov.pk) following publication of the notice. Bids must be submitted electronically through EPADS and simultaneously sent in hard copy via registered courier in sealed envelopes containing separate technical and financial proposals before the closing time of 12:00 pm on 04 August 2026. A pre-bid meeting will be held on 31 July 2026 at 5:00 pm at the office of the Assistant Director LG&RDD District Khyber. Technical bids will be opened at 12:30 pm on the same closing date, and only technically responsive bids will have their financial proposals evaluated in the presence of qualified bidders. Bids remain valid for 180 days from the closing date.
