For Bidders: Our Analysis PAKISTANTENDER INSIGHT

This is a mid-sized building construction project (Rs. 9.898 million) for a bank facility at a university campus in Sindh. The tender is a re-issue, suggesting previous attempts did not meet minimum bidder standards. Completion deadline is tight at six months. PEC C-6 registration and verifiable five-year track record in similar building works are non-negotiable; turnover threshold adds a liquidity gate. The affidavit-based blacklist screening and litigation disclosure requirements indicate heightened due diligence. One-off project with no indication of framework or repeat work.
Who can bid: Bidders must possess PEC registration Category C-6 or above, valid SRB registration, and activated FBR NTN. Demonstrated experience of at least one building work at 80% of estimated cost or two at 50% each within five years is mandatory. Average annual financial turnover over five years must equal or exceed the project cost. No blacklisted or litigation-involved firms are eligible.
