Description / Scope of Work
Karachi Metropolitan Corporation invites sealed tenders on single-stage two-envelope procedure for two parks and horticulture development projects under the financial year 2026-2027. The first project involves development of a Mangrove Learning Center at Mai Kolachi, Karachi, with an estimated cost of Rs 50.569 million and tender reference DG/P&H/KMC/16/2026-2027. The second project comprises remaining works for Family Park at Khuda Ki Basti, Karachi, valued at Rs 28.238 million under reference DG/P&H/KMC/17/2026-2027. Both contracts require C-5 category contractors or above, registered with Pakistan Engineering Council in relevant specialized codes CE-01, CE-09, and CE-10. Bidders must submit tenders through the EPAD System SPPRA Sindh.
Eligibility requirements mandate valid PEC registration up to December 2026 with appropriate specialized codes, accompanied by at least one similar project worth minimum 80 percent of estimated cost or two parks-related projects each worth minimum 50 percent of estimated cost within the last five years. Bidders must provide audited accounts from ICAP-registered audit firms for the preceding three years, valid NTN certificate with active federal board of revenue status, active Sindh Revenue Board registration, valid electrical license from Sindh or Karachi region government, machinery and equipment list with ownership proof, and bio-data of two qualified engineers with relevant experience. Bid security amounts are Rs 2,528,450 for the Mangrove project and Rs 1,411,900 for the Family Park project, with tender fee of Rs 5,000 for each.
Bidding documents and detailed terms and conditions are available on the official SPPRA Sindh website through the EPAD System. Bids must be submitted online on or before 29 September 2026 by 10:00 AM and will be opened the same day by 10:30 AM in the presence of the Procurement Committee. Pay orders or bank guarantees for bid security must be uploaded with the bid and submitted physically at the office of the Chairman Procurement Committee, Parks and Horticulture Department, KMC, located inside Bagh-e-Jinnah (Frere Hall), Fatima Jinnah Road, Karachi, prior to bid opening.
