Description / Scope of Work
Pakistan State Oil Company Limited invites quotations for comprehensive integrity testing of High-Speed Diesel and Premium Motor Gasoline pipelines at the JIMCO Mehmoodkot Terminal in Sindh Province. The project encompasses Direct Current Voltage Gradient survey, Close Interval Potential Survey, cathodic protection system inspection, pipeline repair services including bell hole excavation and coating repair for 16-inch diameter pipelines with depths varying from 3 to 12 meters, and interference and stray current assessment. The HSD pipeline extends approximately 5.6 kilometers while the PMG pipeline covers approximately 7.2 kilometers. The scope includes mobilization of equipment and personnel, route mapping using AutoCAD and Google Earth, identification and classification of coating defects by severity, GPS tagging of identified defects, preparation of detailed route maps showing defect locations and chainages, and submission of comprehensive underground integrity assessment reports complying with NACE SP0502 standards and relevant industry guidelines.
Eligible contractors must demonstrate proven experience of at least 10 kilometers each with Direct Current Voltage Gradient, Pearson Close Interval Potential, and Close Interval Potential Survey methods, supported by verifiable documentation. At least one technical supervisor per team must hold NACE Certified Corrosion Technologist certification or equivalent qualification, or be a Member of the Institute of Corrosion at higher grade. Contractors must provide competent personnel meeting minimum qualifications and submit personnel lists for approval. Bid security in the form of earnest money or performance guarantee is required as specified in the bid document. Contractor equipment must include valid calibration certificates, and a verification demonstration of all equipment and personnel may be required at any or all project locations following order placement.
