For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
PSO is tendering replacement of approximately 200 metres of pipeline on the ARL to Sihala route — a defined, relatively small-scale civil/mechanical works project. The deadline is tight (less than three weeks from publication to closure). Entry is restricted to PEC C-6 certified contractors, filtering out unqualified operators. Two-envelope procedure suggests PSO values technical merit and transparent evaluation. This appears to be a one-off maintenance or upgrade contract rather than a framework arrangement, making it suitable for established pipeline contractors with current certifications.
Who can bid: Bidders must possess a valid PEC C-6 Certificate in the relevant field of specialization. Typically, pipeline replacement work also requires Pakistani contractor registration (NTN), audited financial statements for the past two years, and satisfactory performance history on similar projects. Bidders without valid PEC certification are ineligible.
