Pre-qualification of Contractors for Facilities and Supply Provision by Military Engineer Services

Military Engineer Services invites applications for pre-qualification of firms and contractors to issue tenders for multiple works across Pakistan under Clauses 13, 15 and 16 of PPRA Rules 2004. The scope encompasses seven distinct work packages: provision of certain facilities at Karachi, Islamabad, Lahore and Turbat, furniture supply across all four cities, and bazar supply items at Karachi and Islamabad. Eligible applicants must be firms or contractors already enlisted with Military Engineer Services in category A or B, or with other government departments, demonstrating prior experience in similar types of works. Applicants require valid PEC registration and must submit comprehensive credentials including company profile, details of similar completed projects from the last five years with sponsoring agency confirmation, enrolled manpower list with valid PEC numbers for engineers, details of tools plants and machinery, bank statements for the preceding two years, and valid NTN, FBR, PEC and MES registration certificates. Firms not registered with Pakistan Engineering Council or whose registration has not been renewed by 30 June 2027 will not be considered. A security deposit equal to 2 percent of quoted bid cost is required, refundable to unsuccessful bidders.

Applications must be submitted to HQ DW&CE (Navy) Sector E-8 Naval Complex Islamabad by 1130 hours on 11 August 2026, with opening scheduled for 1200 hours the same day. Pre-qualified firms will receive tender documents for evaluation based on bid evaluation criteria established by HQ DW&CE (Navy). The Accepting Officer reserves the right to reject any or all applications under PPRA Rules 2004 provisions. Incomplete applications will not be entertained.
