Description / Scope of Work

The District Police Officer Layyah invites electronic bids for the purchase and provision of miscellaneous items and services on a framework contract basis for the financial year 2026-2027. The tender is issued under the Punjab Procurement Rules 2014 and comprises five lots with a total estimated value of Rs. 78.1 million. Lot 1 covers miscellaneous items, sports items, Muharram supplies, bedding, tents, road safety items and other purchases totalling Rs. 10.9 million. Lot 2 includes crime scene investigation items, ordinance store supplies, software, hardware, furniture and machinery repair services worth Rs. 8.3 million. Lot 3 pertains to other buildings maintenance and repair at Rs. 12.0 million. Lot 4 covers transport, lubricants and maintenance services valued at Rs. 30.0 million. Lot 5 encompasses plant and machinery, IT equipment, hot and cold items, printing and stationery supplies totalling Rs. 16.9 million. The procurement will be conducted electronically through e-Procurement Punjab under PPRA Rule 12.

Eligible bidders must be firms, companies, suppliers, manufacturers or authorized agents and distributors registered with relevant registration authorities and tax departments including Income Tax, Sales Tax and Punjab Sales Tax. Bidders are required to submit bid security equivalent to 3 percent of the estimated cost for each lot as a CDR, bank guarantee, demand draft or pay order of any scheduled bank in favour of DPO Layyah. Original income tax and sales tax registration certificates must accompany technical bids. The procurement process follows a single-stage two-envelope method as per Section 38 (2) (a) of the Punjab Procurement Rules 2014, with technical samples and specifications being mandatory for evaluation.

Bidding documents are available for free download from the PPRA website at http://ppra.punjab.gov.pk and the e-Procurement portal at https://ppra.punjab.gov.pk/e-procurement before the closing date. Lot-wise electronic bids comprising technical and financial envelopes in complete conformity with bidding requirements must be submitted online on the e-Procurement Punjab system by 10 August 2026 at 11:00 AM. The e-bids will be opened at 11:30 AM on the same date at the Office of the District Police Officer Layyah in the presence of bidders or their representatives. Bid validity extends until 30 June 2027. Hard copies of sealed bids may be submitted if technical issues prevent online submission. Performance guarantee at 3 percent of contract value is required upon acceptance, refundable on successful contract completion.
