Security and Janitorial Services Framework Contract by Health Information & Service Delivery Unit

The Health & Population Department, Government of the Punjab invites competitive bids from eligible firms for a Framework Contract for Procurement of Services of Security and Janitorial for the financial years 2026-27 and 2027-28. The contract is for the Health Information and Service Delivery Unit (HISDU) located at 01-Birdwood Road, Lahore, Punjab. This is a two-year framework procurement covering comprehensive security services including personnel deployment, access control, perimeter security and surveillance, alongside janitorial and housekeeping services for the maintenance of office premises and facilities. The procurement shall be completed in accordance with the Punjab Procurement Rules 2014 as amended, using a Single Stage - Two Envelope Bidding Procedure.

Bidders must be registered with relevant authorities and capable of deploying qualified security personnel meeting the specified requirements for experience, training and vetting. Technical and Financial Separate Bids must be duly completed, signed, stamped and submitted in complete conformity with the bidding document. Bids must be submitted online on the E-Procurement Punjab website (https://ep.punjab.gov.pk/auth/login) by 11:00 A.M. on 10th August 2026. Bid security in the prescribed form is required from all bidders as a guarantee of good faith and contract performance.

The Bidding Document can be downloaded from the Department's official website (https://healthpunjab.gov.pk) or the E-Procurement Punjab System. Technical and Financial Separate Bids shall be opened at 11:30 A.M. on the same date, 10th August 2026, as per PPRA Rules 2014. Bidders are advised to ensure timely uploading of bids on the E-Procurement Punjab Portal and not to wait for the last date.
