Description / Scope of Work
The Special Investment Facilitation Council (SIFC), Islamabad invites sealed electronic tenders from registered firms and suppliers for the provision of janitorial services including cleaning materials and supplies for the financial year 2026-2027. The contract is located in Islamabad, Federal territory, and will remain valid until 30 June 2027. Interested vendors must have current registration with the Sales Tax and Income Tax Department to be eligible for participation. Bids must be submitted electronically through the EPADS platform (https://eprocure.gov.pk) and must include a bid security instrument of Rs. 300,000 along with all required documentation.
Eligible bidders must possess valid GST and AGPR vendor numbers, which must be clearly written on tender documents; tenders without GST registration will not be entertained. Vendors are required to comply with Federal Government minimum wage requirements. Income tax and other government taxes will be deducted at source as per applicable rules. Blacklisted firms are not eligible to participate. The rates quoted must be in Pakistani Rupees and shall not be linked to any foreign currency. Original bid security instruments must be submitted in favor of the Deputy Director (General), SIFC, Islamabad in physical form before the bid submission deadline; cheques will not be accepted.
Electronic bids prepared in accordance with instructions in the bidding documents must be submitted via EPADS on or before 17 August 2026 at 11:00 AM, with opening scheduled for the same day at 11:30 AM. Bidding documents containing detailed terms, conditions, and specifications are available to registered bidders on the EPADS portal. Tenders received after the deadline will not be entertained. Evaluation will follow PPRA Rules and applicable instructions. The competent authority reserves discretionary rights to accept, reject, or modify tender quantities.
