For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

FBISE is purchasing a single 80 kVA three-phase UPS unit for Islamabad operations. The procurement uses ePADS e-bidding with QCBS evaluation, implying technical quality matters alongside cost. Bidders must register on ePADS v2.0 before submitting; manual bids are rejected. The tight August 17 deadline (10:00 AM submission, 11:00 AM opening same day) leaves minimal margin for registration or submission errors. This is a one-off capital equipment purchase typical of institutional maintenance needs, not a framework or recurring contract.

Who can bid: Bidders must be registered on ePADS v2.0 and eligible under the Public Procurement Rules, 2004. Typically, suppliers of electrical goods must hold valid vendor registration and appropriate business documentation (NTN/SECP certificate). No specific PEC category or license restriction is stated, but UPS suppliers typically require electrical equipment dealer registration or manufacturer authorization.
