Description / Scope of Work

Heavy Industries Taxila, through its Supply Chain Management Directorate located in Taxila Cantt, Punjab, invites sealed bids for the procurement of spares required for the rebuild of T-59 engines. The tender is issued under reference IT-7407 dated 24 July 2026 and follows PPRA and Ministry of Defence Production rules. The procurement is on a FOR (Free on Rail) basis with a delivery period of 02 months after contract signing. The detailed schedule of requirements and specifications is attached at Annexure A of the bidding document. This is a single-stage, two-envelope procurement process, meaning technical and financial proposals are submitted together but evaluated separately.

Eligible bidders must possess a valid National Tax Number (NTN) and Sales Tax Registration where applicable. Prospective bidders are required to submit photocopies of registration, pre-qualification, or indexation letters from HIT, DGP, MoDP, or government/semi-government organizations if available. Attested copies of Sales Tax registration and NTN certificates, audit reports for the last three financial years, bank statements for the past year, and attested CNIC of the Chief Executive or Director are mandatory. Bidders must provide evidence of previous contract execution or work experience with government or semi-government organizations during the last three financial years. A judicial certificate on Rs 100 stamp paper, duly attested by an Oath Commissioner, confirming the firm is neither blacklisted, suspended, nor debarred by any government organization is compulsory. For distributors or agents, trade links with the Original Equipment Manufacturer (OEM) must be demonstrated. A postal order of Rs 2000 must accompany the technical bid.

Tender documents are available on the PPRA website. The last date for collection and submission of sealed bids is 18 August 2026 at 10:30 hours, with bid opening scheduled for the same date at 11:00 hours. Both technical and financial proposals must be submitted in sealed envelopes at the Supply Chain Management Directorate, HIT Taxila. For technical clarifications regarding nomenclature, specifications, or tender clauses, bidders may contact the Supply Chain Management Directorate by telephone at (051) 9315333 Extension 63215/17 or (051) 9315386, or via email at scm.for_hit@margallahil.com. Bidders are advised to seek clarification well before the bid opening date to ensure compliance with all requirements.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

Spares procurement for T-59 engine rebuild—military/defence-critical component supply. Bidders must demonstrate prior government contracts and be HIT-registered or equivalent. The Rs 2000 postal order requirement and stringent blacklist certification suggest high-security scrutiny. Two-month delivery timeline is achievable but tight if sourcing from overseas. Likely one-off rebuild batch rather than recurring supply, making this a concentrated opportunity for qualified defence suppliers.

Who can bid: Bidders must hold valid NTN and Sales Tax Registration. Evidence of prior government contracts within three years is required. HIT registration, DGP indexation, or MoDP pre-qualification is preferred. Firms must not be blacklisted, suspended, or debarred. Distributors must hold OEM trade links. Typically, defence equipment suppliers require security clearance and approval from Ministry of Defence Production.
