Description / Scope of Work
The Ministry of Maritime Affairs, Government of Pakistan, invites sealed bids from reputable firms and contractors for provision of repair and maintenance services on an as-and-when-required basis during the Financial Year 2026-2027. The procurement covers multiple categories including repair and maintenance of transport vehicles, machinery, furniture and fixtures, office buildings, computer hardware, IT equipment, electrical systems, plumbing and sanitary works, civil repair works, and painting and minor renovation works. Bidding shall be conducted under the Single Stage – One Envelope Procedure in accordance with the Public Procurement Rules, 2004. This is a framework arrangement with work orders issued on an as-required basis, allowing the Ministry flexibility in engaging service providers across diverse maintenance disciplines throughout the fiscal year.
Bidders must be registered with the Federal Board of Revenue and maintain Active Taxpayer List status. Firms are required to possess at least five years of relevant experience in repair and maintenance works and must not be blacklisted by any Government organization. Bid security is required in varying amounts depending on the category applied for, ranging from PKR 60,000 to PKR 320,000, with suppliers required to sum amounts if applying for multiple categories. Complete bidding documents must be submitted duly signed and stamped, including company profile, certificates of registration, NTN and tax documentation, experience records with client references, technical personnel and facilities details, and audited financial statements for the preceding three years.
Bids must be submitted online via EPADS V 2.0 platform before 28 September 2026 at 10:30 am; hard copies will not be entertained. The bid validity period is 90 days from the opening date. The contract shall initially remain valid for one year and may be extended with competent authority approval based on satisfactory performance. Payment will be made after satisfactory completion of work upon submission of invoices and certification by the concerned officer, with applicable Government taxes deducted at source. The Ministry reserves the right to award one or more categories to different firms and to cancel the procurement at any stage in accordance with PPRA Rules.
