This is a recurring annual rate contract for supply of materials, goods and maintenance services on irrigation infrastructure (bunds and canals) in rural Sindh. Contract value approximately Rs. 2.2 million suggests small-to-medium works scope. Bidders face tight registration and turnover hurdles; the FBR/SRB registration and ATL requirement excludes informal operators. The 90-day bid validity and August 2026 closing are standard. PEC requirement signals this may favour licensed construction/civil contractors, though goods/services procurement typically has lower barriers. Recurring annual nature suggests stable demand if awarded, but qualification thresholds are moderately stringent.
Who can bid: Bidders must hold valid PEC (June 2027) in relevant category, FBR income tax registration and SRB sales tax registration on ATL. Average annual turnover at least 50 percent of estimated cost over three financial years required. Three years relevant experience mandatory. Non-blacklisted firms with clean litigation record eligible. Typically, small goods and services contractors may not require PEC; this notice's PEC insistence suggests specialised or civil works elements.
