Description / Scope of Work

The Mines & Minerals Department, Government of Punjab invites electronic bids for a framework contract for the supply of stationery items valued at PKR 3,166,180. The procurement is being conducted through the Punjab e-Procurement System under single-stage, one-envelope bidding procedures as prescribed by Punjab Procurement Rules 2014. This framework contract allows for flexibility in quantities according to PPRA rules, with bids to be received online only on 19 August 2026 at 11:00 AM and opened the same day at 11:30 AM at the Mines & Minerals Department office located at 11-A Lawrence Road, Lahore.

Eligible bidders must be registered with relevant tax authorities including Income Tax, Sales Tax, and Punjab Sales Tax, and must be registered on the Punjab e-Procurement System and PPRA website. Bidders must not be blacklisted by any government department or procuring agency and should not be associated with firms engaged as consultants for this procurement. A bid security of 5 percent of the estimated cost (PKR 158,309) must be submitted in the form of a refundable CDR, Demand Draft, or Pay Order payable to the Mines & Minerals Department. The successful bidder will be required to provide a performance guarantee of 10 percent of the contract amount prior to contract execution.

Bidding documents are available immediately from the date of publication and can be downloaded from the PPRA website and Punjab e-Procurement System. All bids must be submitted with duly signed and stamped bid documents containing final rates on the prescribed form with no overwriting or cutting. Quoted prices must be inclusive of all applicable taxes and transportation costs. The bid validity period is 90 days from submission, and the competent authority reserves the right to reject any or all bids under PPRA Rule 35.
