Procurement of Goods and Services for National Celebrations and Sports Events by District Council Bahawalnagar

District Council Bahawalnagar invites electronic bids through e-PADS for procurement of goods and hiring of services for national celebrations, sports events, cultural events, religious events and other official activities during the financial year 2026-27. The tender covers four separate lots: hiring of services for tentage, catering and photography for national celebrations and exhibitions with an estimated cost of 3.0 million rupees; hiring of services for illumination of buildings and sound systems for national celebrations and exhibitions estimated at 3.0 million rupees; purchase of penaflexes estimated at 3.8 million rupees; and purchase of multiple goods items for national celebrations, religious events and sports activities estimated at 3.7 million rupees. The procurement will be executed through framework contracts enabling the district council to place call-off or supply orders as required during the currency of the framework agreement. Bidders must be eligible firms, companies, sole proprietorships or joint ventures with relevant business experience and valid tax registration with applicable authorities.

Bidders are required to submit bids electronically through the e-PADS portal in single stage single envelope procedure. Each bid must be accompanied by bid security in the specified amounts: 150,000 rupees for LOT-1, 150,000 rupees for LOT-2, 190,000 rupees for LOT-3, and 185,000 rupees for LOT-4. The bid security shall be submitted in the form of CDR, bank guarantee or demand draft and will be held by the procuring agency until completion of the agreement period. Bidders must not be blacklisted by any government department, agency or authority and must possess all valid registrations, licenses and certifications required under applicable laws. The procuring agency reserves the right to reject any or all bids and annul the bidding process at any time prior to acceptance.

Bids must be submitted on or before 17th August 2026 at 10:00 AM as per the LOT bid schedule provided in the bidding documents.
