The tender reference is CPB/26/Ind-11&12/IT-360&361/FOR/Spares/APC/Com/HIT dated 3 August 2026. The scope encompasses a comprehensive package of engine-related spare parts including seals, manifolds, thermostats, fuel injector kits, piston kits, brackets, joints, tubes, couplings, spacers, filter shells, turbochargers and engine blocks sourced from FP Diesel and other OEM manufacturers. The procurement is being conducted under Public Procurement Regulatory Authority and Ministry of Defence guidelines. Bidders must submit quotations for the complete package as itemised, though individual items from serial number 399 to 760 may be quoted separately or as partial quotations. Delivery is required within 45 days after contract signing.

Eligible bidders must possess valid NTN certificates and include with their tender submissions photocopies of HIT registration or pre-qualification letters, attested copies of sales tax registration and NTN certificates, attested CNIC copies of managing directors, audited financial statements for the previous three years, attested bank statements for the preceding year, and trade links with original equipment manufacturers in the case of distributors or agents. A certificate on judicial paper worth 100 rupees duly attested by an Oath Commissioner confirming the firm is neither a defaulter nor blacklisted by any government organisation is mandatory. Bidders must also provide detailed lists of contracts or works experience with government and semi-government organisations over the past three years. For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

Heavy Industries Limited is procuring a large, specialised package of FP Diesel engine spares for APC repair and refurbishment under DDP terms. The bidding structure requires complete package quotations (items 1–388), with partial quotations only permitted from item 399 onwards, suggesting two distinct procurement tiers. Most spares are import-dependent from USA and European suppliers, necessitating established OEM relationships. Delivery timeline of 45 days post-contract is standard but requires immediate supplier access. This appears to be a one-off or cyclical equipment-support contract typical of defence and heavy engineering procurement, with strict documentary and financial reporting requirements indicating preference for established, creditworthy vendors.

Who can bid: Bidders must hold valid NTN certificates and possess or obtain HIT registration or pre-qualification status. Financial soundness is required, evidenced by three years of audited accounts and current bank statements. Government or semi-government contract experience is valued. Trade links with OEMs are mandatory for distributors and agents. Typically, vendors in this category must also demonstrate technical capability and compliance with PPRA and Ministry of Defence procurement rules.
